At present, the energy consumption of refrigeration plants accounts for more than 60% of the energy consumption of public buildings. Reasonable energy efficiency evaluation indicators can guide the energy-saving renovation of existing public buildings to achieve energy conservation and emission reduction goals. In practical engineering applications, it has been found that the current national evaluation standards are insufficiently comprehensive. To address this, this paper proposes a set of operational energy efficiency evaluation systems that can quickly and effectively guide the energy-saving renovation of existing public buildings. Based on the existing evaluation systems, this study improves the evaluation methods and indicators for refrigeration plants based on operational data, enabling graded evaluation and energy efficiency diagnosis of plant systems and equipment. To verify the usability and accuracy of this evaluation system, a diagnostic analysis is conducted on the refrigeration plant equipment of a commercial building in Chongqing, using actual field data for comparison. The results show that the proposed evaluation system can accurately reflect the operational status and problems of the refrigeration plant in public buildings.
